A memorial park for the establishment of a municipal system of the city.
Since this city is a sister city of Delfzijl in the Netherlands, a full-scale Dutch wind wheel "Yume-Fusha" is located on top of the mountain.
Leisure swimming pool, town art museum, fountains and cascades are located inside.
